5 December 1789

A decree from the Assembly sanctions the privacy of correspondence.

17-22 August 1790

All postal employees must swear to respect the privacy of the mail.

19 June 1790

The Constituent Assembly abolished the sphere of influence assigned to the Cabinet Noir.

The regulation on franchises and counter-signatures.

26-29 August 1790

A law reorganizing the Post Office and the Messageries preserved the current lease and the 1759 postal rate until 31 December 1791 as well as all regulations concerning the administration of letter mail and equestrian mail. As of 1 January 1792, this administration will be governed by a board composed of a president and four administrators who have no professional interest in postal products.

10 July 1791

Decree on the privacy and inviolability of letters.

22 August 1791

A new postal rate for letters is issued, based on weight and the distance between sender and recipient.

25 September 1791

An article punishing any violation of the privacy of the mail is inserted into the projected penal code proposed to the assembly.

31 December 1791

The lease privilege on letter mail expires.

1 January 1792

The postal board of directors begins its activity.
